If the plugin is installed on the site a user will be able to add it in his Applications>Browse, e.g.:


If admin sets the plugin as a core default application in the administration area, user won't have to add it on the front-end.
Once the application is added user will be able to change a background of his profile:

as well as font and link colour:

Guests will see changes upon visiting user profile.

In the plugin back-end settings you may choose to show/hide it in the menu and/or in applications list.
